Why I think Pantheon should be made a Juggernaut when (And if) he gets a VGU
Before you grab your torches and pitchforks (Or if you wish to be more thematically appropriate, Spears and Shields) over it Pantheon players, just hear me out.
While it's obviously not a 1-to-1 match, Targon is basically Runeterra's version of Mount Olympus and Pantheon is it's version of Ares (Or if you want to get technical, he's Mars if you have to refer to the Roman version of the God of War), when boiled down to its most basic elements. Just look at his Splash Art and compare it to artwork of Ares from various forms of media such as these examples:
(Version from DC Comics)
(Various random artist pieces found via Google searches)
Or even comparing it to an image of a statue of Ares, it's not that far off.

Add or subtract some pieces of armor, replace the sword with a spear (If there is one in the image, as it depends on the artist's preferences) and the similarity is quite apparent.
Now, how does this all apply to my argument that
should be made a Juggernaut when and if he gets a VGU?
Looking first at Lore and other NON-GAMEPLAY factors, Pantheon is, as stated above, basically Runeterra's version of Ares or the God of War. Obviously that means he's strong physically, well-versed in the arts of combat, and so on. Most Juggernauts are strong physically or at least wield a weapon that exudes an aura of strength or power. (
has his Axe,
has his Mace,
has his Club, etc.)
So in terms of physical appearance, Pantheon would fit among them (At least in my opinion).
Now Lore-Wise. He's the friggin' Aspect of War! (The idea of him just essentially being this "Spirit" possessing a mortal body while Diana and Leona for the most part keep their individuality after being made the respective "Aspects" that they are, I might not personally agree with, but I digress) If that's not something that screams "Huge Powerhouse" like most of the Juggernauts do, I don't know what does!
Next, let's look at his Kit.
What does he already have in his existing kit which are things that can be seen in Juggernaut Kits, and what does he lack?
JUGGERNAUT SIMILARITIES IN PANTHEON'S KIT
First: he has a low amount of CC; One main form CC and one Conditional form CC.
He has 1 Stun, his W. He then has a 35%, 1-Second Slow on his Ult that is only applied if you are hit by the impact AOE.
He has 1 Durability steroid in the form of his passive, Aegis Protection. Granted, it only blocks AAs, Large Monster Attacks or Turret Shots, but it nonetheless exists. I'll give you that the only Juggernaut Champion with an in-built durability steroid is
Garen with his W.
Next: while not as high as some, he does have an HP Pool respectable for those of his current champion class (Divers) and it's not TOO far behind most Juggernauts.
His "Certain Death" passive on his E grants an Execute-like effect, somewhat like the Ultimates of certain Juggernauts;
,
,
as examples. Obviously, it's not on an Ultimate skill like theirs but rather a normal ability, but it exists. This is a double-edged sword, as it does not require Pantheon alone to get the target to below 15% health for it to work; he can aid an ally that has an opponent at that level of health and still get the bonus. I'll elaborate on this part more below in the "Differences" section.
He can deal large amounts of damage (Especially when built with Lethality), but this is another double-edged sword, as his is more bursty than a typical Juggernaut who are designed to be more sustained damage than burst. I know, you can say some Juggernauts have burst too (
with all 5 stacks of Hemorrhage) but there are usually conditions that have to be met in order for them to create those Bursty opportunities, so that's why I say DESIGNED for sustained damage. With Pantheon as he currently exists, all it takes it to build him that way. (I put this one at the bottom of this section because I think it could really be placed under either one)
So there are 5 Aspects of his kit (I'm sure there are more, but that's all I'll list for the moment) that he has in common with a typical Juggernaut kit.
Now, what DIFFERENCES does he have?
DIFFERENCES IN PANTHEON'S KIT TO JUGGERNAUTS
First and foremost: He's obviously much more mobile than a typical Juggernaut. After all, he's tied for the highest base MS (Movement Speed) with
Master Yi at 355! To continue this point, his W technically is a dash, as he does jump to his target when he uses it. (Granted,
Illaoi has a dash on HER W, but the distance Pantheon can cover on his is larger) Then of course, there's his Ultimate, which blinks him to the target location.
Next: He lacks any form of survivability. What I mean by survivabilty is that he does not have any form of in-built sustain in his Kit, like most Juggernauts do. Examples;
Q Heal,
Heal when targets are hit by Tentacles,
or
or
enhanced Regen and so on. (NOTE: I do NOT count the Aegis Protection as Survivability, as I already listed it in the other section above)
His "Certain Death" passive, while it IS a Conditional bonus that must be fulfilled, like certain Juggernauts have to get their damage (
and his Noxian Might, or
and her Test of Spirit or Ult and so on) it is NOT one that HE ALONE has to fulfill to gain the bonus. As stated above, he can simply see a target that an ally has lowered to the threshold (15% health or lower) and attack them and gain it. Whereas
Darius has to apply all 5 Stacks of Hemorrhage to gain Noxian Might, or
has to attack his current Villain to gain the bonuses (The only one that he does NOT have to do on his own, is the True Damage Execute part when Ulting the Villain); if he desires, a Pantheon can simply wait until an ally has lowered an opponent to the threshold, and then jump in and still reap the benefits of the passive.
I'm sure there are more similarities and differences that can be drawn, but I think (Or at least hope) you get the idea.
So, WHAT things could be changed, were Pantheon to get a VGU that would make him into a Juggernaut?
KIT CHANGE IDEAS
Let's look first at his passive.
The Aegis Protection, love it or hate it, is pretty synonymous with the guy, so I think that it would stay, though not in the exact same form as it is now. Perhaps it could be changed to where when it is procced (I.E. When he blocks an ability, AA, or Turret Shot), he is healed, thus giving him a form of survivability in his kit, like most Juggernauts have. That would be if the Aegis Protection were to stay in a form that would be as comparable or as similar to the Live one as possible.
It could be that when he GAINS it, he gets the heal, as that would not require him to get an enemy to attack him or some other way of proccing it, as enemies could exploit that above idea of him gaining the heal when it was used by simply not attacking him, and thus denying the heal.
The amount that this would heal, I think doesn't really matter; it would probably be a percentage of his max health, like with Darius or Illaoi's respective heals. It's just an idea, nothing more.
Next, most Juggernauts have an auto-attack timer resetting skill in their kits, on one of their regular abilities (
has it on W,
has it on Q,
has it on E and so on). So, to keep with that theme, you could change Heartseeker Strike to be an empowered auto-attack. It could keep the "Certain Death" passive, but you could change it to where the 15% Health threshold bonus only applies to when they are struck by this new empowered auto-attack. Besides, I think that would make more sense given the name of the skill, "Heartseeker STRIKE" meaning singular, while the existing ability is a multi-hitting channeled ability.
Unfortunately, I'm kind of drawing a blank on how the other skills could be changed. I'm not a Designer at Riot, after all. I'm most certainly open to suggestions and ideas, so if you have any, feel free to post them in the comments. You're free to offer your opinion on these changes I've brainstormed regarding his passive and E as well, or suggest entirely new ideas!
This is just a post I thought of, since Targon doesn't actually have a TRUE BONA-FIDE Juggernaut in their champion pool. I also know that while he is on the Tier lists for VGU's, I don't know (Or at least don't remember) his exact position on those lists, whether he be a Tier 1 or lower, or whatever.
