Vote to Even Game at 20 Minutes

I saw our Vayne get fed out of her mind, then at 20 minutes, she created a vote. If we all voted yes, the enemy would get 5 turrets, some crazy amount of exp, and gold; that would have totally evened up the game. It passed as no, but I was wondering what the command was for this? Or if anyone else has since this before.
