Does Mastery in rotating game modes count towards getting tokens?
I know I've gotten chests from them before, but can you get mastery tokens?

Nope, only vanilla SR rift for tokens.
(This was not originally the case, so you could for the first RGM weekend or two, but they decided mastery tokens should only be from the core experience.)
