Ranked play

First I am curious to know if Riot actually takes player behavior seriously. I feel like I will never be able to climb out of silver, generally because of how players act. Just now I was in a ranked game when a 9/3 fizz decided to "help even the score" by feeding the enemy team. At the end of the game, said Fizz was 9/13. As if that wasn't bad enough, our jgler never wanted to group up and decided to try and solo the enemy team or split push every chance she got.Its not fair how other players can hold people back from ranking up.
