Remove Runes Tier 1&2

They are useless runes that mostly no one uses at level 30. Tier 3 runes should be cheaper so new account/players would have it easier to buy them. That way there Ip wont be a waste on buying tier 1 &2 since they gonna be outclass in rank because mostly everyone has tier 3 only

Tier 1 WERE removed like awhile ago. All that can be gotten in there store are Tier 2 and Tier 3.
