Is it just me or will Riot repeat history with the new runes

Riot has this tendency to nerf anything that is strong on release, and not touch it for a while, and with the new runes, I feel like this will happen. The summoner specialist rune for instance, assuming it is super powerful on release, will be gutted by Riot to the point it becomes a joke rune, and it won't be touched until next preseason. Anyone feeling that this might happen?
