man i love how my ping is fine all game but everytime yorick gets close its 200.
playing fairly though. nothing fishy about as soon as he comes into frame it goes to 200 and i stop moving .

This seems like some coincidences + frequent lag spikes. I recommend monitoring your bandwidth usage manually in your Task Manager or (my preference) get a 3rd party application that will record the usage so you can look back even after it's gone (I use GlassWire). If there is someone else (or other devices) on the same network you may need to check with them.
I understand the urge to suspect the player or the client, but these are extremely unlikely to be the cause of connection lag.
