Why are Rotating Game modes Rotating?

My friends and i have all been playing league for pretty close to 2 years, and sometimes normal 5v5 SR gets boring. Does anyone know the reason why all of the rotating game modes cant just always be around. Idk sometimes i jsut really feel like paying urf or ascension, hell even doombots or blood moon sometimes. My guess is that it is simply business, they gain more by making things available periodically, but damn it would be cool to have more game modes available all the time.

People get burned out playing one too much, and if they do that they leave the game and don't have a lot of reason to come back. By rotating them players don't get burned out as much, and it gives a reason for players to return every once in a while when they might otherwise not.
