Were there plans for Cloud Soul changes on specific champions?

So, I am positive this has probably been asked before, and now that there is dragon changes going into PBE (mainly nerfs.) I saw there was no change to cloud soul. Is there still no benefit given to these champions that don't have an ultimate?

Champions being: Jayce Nidalee Udyr Elise

P.S. Can you imagine if Udyr had all his abilities changed into ultimate abilities in the coding? Man, I could only envision what Ultimate Hunter and 4 Cloud souls would look like. It would be like Sona on URF lmao.

Udyr DOES get the Cloud Soul proc on any ability. And all transformers get it on transformation too. It still has the 30 second cooldown though. The reason there is no change is because they shipped like this, it just wasn’t listed in the 9.23 patch notes.
