Cassiopeia doesn't wear boots, but (insert legless champ) does?

So, I am sure this has been brought up a couple different times I would imagine, but why do these two champs still wear boots, but cass is the only one inherently not needing to wear them?

Would it be broken for them to get the movement speed per level like cass?

P.S. After looking through the champs wearing boots, what would reksai with boots look like? It would be great I would imagine.

Because Game Balance > Real-World Logic. Cassiopeia is supposed to be a late-game scaling hypercarry, and part of that is her ability to pick up offensive items instead of boots due to her passive being a free pair of boots. The other champions listed have their own existing passives, and would have to sacrifice power elsewhere if they got free boots.

they're less confident, one is a healer who supports to get praise from her peers and the other only comes out at night

of course they haven't come to terms with their lack of boots
