Poppy W and Pantheon W interaction bug

I was playing as Poppy in my previous game, and I know I can cancel Pantheon's stun with my W, but sometimes, when he was SUPER close to me, he would still stun me. I'm just wondering if this is an intentional interaction or not, it may necessarily be a bug.

Ability lag. Sometimes his ability hits you first despite your screen saying otherwise.
