Report Button/Vote in Champion Selection

I am probably not the first person to suggest this. There should be a report button in champion selection for uncommunicative or uncooperative players. It is simply unfair and unreasonable for Riot to expect players to play a whole game with someone who is obviously a toxic player from the beginning. Right now the only way to avoid this situation is to let the selection time-out without selecting a champion, and then YOU receive the penalty for someone else's toxicity.

Sure, you can blame the person that allows the timer to run out for not being a team player, but that's victim blaming. The whole team is really the victim of the uncommunicative and uncooperative player. And the team has two horrible options. Let the timer run out, and be punished themselves for someone else's poor behavior, or actually have to play a game with a player that has started off by proving themselves toxic (and more often than not continues to be toxic through the course of the game). I am actually quite surprised with all the efforts that Riot has put into improving player quality of life that they haven't fixed this really horrible situation, which most players dread when starting a game.

One solution would be to require two or three votes (similar to the surrender action) to vote out a toxic starter. The vote dump the remaining players back into the queue, and timeout the toxic player, punishing the player that should be punished in that situation, and not everyone else.

You aren't even the first person this hour. Riot wont come out against trolls, because bitchass trolls make up like 85% of the game. Move to Dota II.
