Why heal can be cast during CC but barrier cant?
Why can heal be cast during CC in first place?

The only CC that stops barrier is suppression, which stops all summoner spells.
Probably balancing reasons. Barrier isn’t cut by grievous wounds for example so it’s “better” in that respect, while heal can be cast while under CC.
