Unpopular opinion, but remove the XP passive and heal from W and I think he'd be fine.

No, remove those bonuses and he will be underpar. Those two bullshit are what keeps Mordekaiser usable, unfortunately enough. Removing those "mechanisms" needs compensation buffs.
