Why doesn't Banshee's Veil build out of Negatron Cloak?

There's plenty of room in the cost of Banshee's Veil for the Null-Magic Mantle to upgrade into Negatron Cloak before completing the full item. Why is this item, which offers a large amount of Magic Resist, building out of only the most basic Magic Resist item? I feel like there's no good reason not to smooth the build path with a small upgrade to the Null-Magic Mantle in the course of building to the full Banshee's Veil.

would make the item much too gold efficient, it can only be so cheap because you need to save for a while to buy it, if you make it build out of neg it would be much too easy of a build patch because every component would be easily accessible

Ap needs more items anyway they should add a man a regin magic resist item

It built out of negatron cloak in the past, and even continued to be built from it on PBE when it was reworked into a mage item.

Apparently, though, Riot thought it was too good to be able to sit on a negatron cloak when you were in lane, so they took it out of the recipe. (While Hexdrinker does this as well, it's also 480 gold more expensive and less gold-efficient without the shield).

Personally though? I never realized that was an issue, given when Abyssal Scepter was still an AP item and not a tank item, it had Banshee's current stats and build, but with Negatron instead of Null Magic. My guess is it made the item mandatory in AP vs AP matchups, so they felt taking the negatron cloak out would fix the problem.
