Because he definitely feels like it when only two completed items in the entire game apply Grievous Wounds, and there are plenty of champs who do not want to rush them.

He's strong but he's definitely fair to play against and he has ample counterplay, so I don't really mind him. I think he's in a good spot.

He is really strong against melee champions even to point he even counters Camille .

summoner 14 , item 3123 are very strong against him.

item 3165 is first item on a lot of mages, and you can buy item 3123 early without building it into a item 3033

one 800 gold item item 3123 about halves his healing. I don't think he's broken

Twitch Ahri Lucian are all champions that deserve imminent crippling nerfs (on the order of 70% of the damage being taken out of their kits, like what happened recently with LB). Swain is not one of them.
