there are two champs I own that I don't want anymore but I can't seem to be able to sell them back even though I can sell back any of the other chance I own except for these two.

What do you mean you can't sell them back? Are these shards in your Hextech inventory or have you bought Tristana & Soraka via IP?
You can if you have refunds (which you only get 3 of) I'd recommend keeping them even if you don't like them though eventually you'll buy them back anyway might as well save up for another champ if you want it.
Take it from me as I own all the champs and i'm sitting on 20k+ IP that hasn't been touched in ages (camille was the last time I spent IP and even then I had way too much)
