The problem with Veigar was that he had an instant stun followed by massive burst, and the only way to survive was to simply have enough health (or never come near him).
To add more counterplay, they had no choice but to make the stun avoidable and reduce his burst. Which of course eliminates Veigar's identity, which is that if you let him farm he will kill you with no counterplay.
What Riot should have done is simply left him as is. He wasn't dominant, and the few times you ran into him and he did the above and killed you 5 times with no recourse... oh well, League became the biggest PC game despite this.
