I'd probably recommend Black Cleaver and Sterak's Gage over either of them.

Neither. He doesn't autoattack often enough for either to be terribly useful on him.
Spinfinity Edge is better.
Well, either would be decent for the downtime between spins, and would deal decent amounts of damage with Q plus their actives.. You mostly have to think about it build-wise. For Titanic, since Garen builds primarily consist of "Black Cleaver into full tank", it's the better choice, but Ravenous, in my opinion, is the better snowball pick, as it increases the damage you deal with E and Q, where Titanic only increases Q.
Also, I read below you're not a fan of BC, gotta say, you're missing out on a ton of Garens power. It gives him literally all the stats he wants. AD, HP, CD, %Armor shred, and a passive which makes him faster while spinning, and essentially increases his ability to chase.
Titanic + Trinity + Deadman's Plate = Gigastrike Garen. Titanic active + Spellblade + Deadman's passive on a single Q.
Base AD at 18 is 134, with 75 bonus AD (25 from TF and 50 from Titanic). Total AD 209. Base Health at 18 is 2,049, with 1,200 in bonus health (250 from TF, 450 from Titanic, and 500 from Deadman's). Total Health 3,249. Base Armor at 18 with W stacked is 103, 158 with Deadman's. Can increase to 183 with scaling armor yellows or Ninja Tabi (or both to 208) Base Mres at 18 with W stacked is 83, can increase to 108 with scaling mres blues or Mercury Treads (or both to 133)
Q Damage - 209 * 1.4 (AD scaling) = 292 + 130 (base ability damage) = 422 total damage Trinity Force spellblade - 134 * 2 = 268 total damage Titanic Hydra active - 40 + 324 (10% max health) = 364 total damage Deadman's Plate passive - Up to 100 bonus damage
Total damage from Gigastrike Garen's Q = 1,154 (with a possibility of an additional 209 in total damage with a 20% crit chance off of Trinity Force, up to 1,363)
Haven't tried it yet, but it sounds hilarious if it works out well. Catching any squishy target at 3/4 health is pretty much a.... GAREN-TEED kill. Can still pick up Black Cleaver afterwards for more bulk and more punch.
