If you have a 5vs5 game, you are the only common factor. Over so many games (No it doenst have to be 1k games... 200 games is probably too much too)

You will reach your true elo.

Edit: Will most likely get downvoted by many silver/bronze players as most of this forum is composed of them.

I don't consider "being stuck" as elo hell, but when your MMR is much lower than your rank causing you to get really bad LP gains and 50% win rate will actually get you demoted. Everybody gets stuck somewhere, and that's not elo hell, it's just where you belong. So basically I agree with what you say, but I think something else can be called Elo Hell.

actually, elo hell is where you stop being better than the people you are playing against.

In all honesty elo hell to me represents the point where you're getting minimal LP gains for wins, while losing large quantities of LP for losses, thus making it take an eternity to climb when you're winning consistently.

This issue is eventually regulated out as your MMR adjusts appropriately, but during that time phase that's what elo hell is. Elo Hell is not being stuck because of bad teammates, people that hold that view actually look at the game inappropriately to begin with and are likely to sit exactly where they are if, not drop further.
