I am buying a 1350 IP character, I don't have these: Which do you think is the best character? I like to avoid playing in bot lane, generally.

Tristana is a really nice ADC, Janna is the goddess of disengage and in terms of 3150IP champion, I'd recommend either Pantheon or Lux, whether you're looking for AD or AP; both have their strengths and are very well rounded champions overall.
I guess y'all missed the point about him/her not wanting bot lane picks.
Cho'gath can play Top Mid or Jungle, since you don't like playing bot he might be a good choice, although he isn't very strong at the moment. Really there isn't any "best" there, you should just choose whichever one you like playing.
Zilean, Evelynn, and Janna would probably be the most valuable in the games current state. Tristana can be good, as with Taric. Mundo, Udyr, cho and fiddle are more fun/normal champs, not so much for serious ranked in their current state. Not saying they can't, but they're not the top dogs atm.
