Garen is in a really strange spot in the meta almost always.

He's a tank that can't really do tank things.

Or a bruiser that can't really do bruiser things.

He just can't do many things. Its the nature of his kit which is extremely simplistic and focused on giving newer players a tanky champ to play to learn some tank champ basics without being overly complicated and difficult to learn.

Best bet, in most circumstances, is to work Garen as a split push threat in all phases of the game. He's actually very difficult to lock down and kill because of Q move speed buff that also has a silence attached (making it reliable escape from other melee champs as you can silence them and just run). This is a champion that is most successful when applying constant pressure (his passive helps him sustain and stay out of base to be applying that pressure) and dictating that the enemy team must devote more than one champion to stopping his push. This allows a well communicating team to take advantage of numbers on the other side of the map.

No the effectiveness of split pushing as a strategy isn't all that high in the current meta, but if one is dedicated to mastering the craft Garen can still be used in this fashion effectively until about diamond level play where teams and opponents are generally skilled enough to counteract split push strategies pretty easily.

one of the most important things you can learn on garen to itemize according to the situation. he has probably more build diversity than 90% of the champions in the game. his viable item pool consists of

some of these items will be incredibly nieche depending on your lane matchups, the enemy team and your playstile, while some of those youll want to build in most games.

but his item builds can massively vary depending on the situation. finding the right items depending on your own teamcomp, the enemy teamcomp and your playstile is largely important on garen.

Garen is basically the epitome of tanks do too much damage so if you understand toplane enough to not get hardstomped you can just 100-0 the adc late and win.
