this guy: remove this so that the snowballing problem can get worse

also ffs it's reverse snowballing that's broken in this game. no one had complaints about snowballing outside of actual feeders, they quit anyway even after the game acquiesced to them and made it possible to catch up etc, which it was possible to do anyway you just HAD TO BE GOOD. don't have to be good now, just find a shutdown and suddenly those 3 levels you were behind, not a worry you're now even on exp. brilliant design.

People who get to lane late because of technical difficulties should atleast be given a fighting chance.

And CS bounties while you are at it
