Cant combine RUNES and MASTERIES CDR CAP 45%?

Okay so my masteries are 20% CDR with a 45% cap CDR

I set my runes to 15% CDR,

but ingame I only have 20% CDR to start.. I thought you can combine Runes and Masteries together? so what am I doing wrong?

The Mastery gives you 5% CDR and increases your cap to 45% (from 40% max).

Are you talking about the intelligence mastery? If so it only gives you a flat amount of cdr, 5% at max rank, though it still increases your CDR cap by however much it adds.

You get 5% global cooldown from masteries. Any other cd from masteries is for summoner spells only.
