As a Plat 3 Vlad main I've basically settled on

if I need additional movespeed for certain matchups (Azir, Cassiopeia). If it's a really hard matchup (Cass, Viktor, Malz, Brand, Azir) my build path will go more like

immediately after the changes because it really doesn't have much effective difference from
aside from the 10% CDR and the ignore magic resist passive which is useless against minions and not noticeable enough early in the game to warrant a rush anymore.

I find is the best all-round build for vlad. If you're running 10% CDR Glyphs which you should, you can drop Lucidities for Merc's after SV to cap out on CDR making you extremely annoying and hard to kill.
Bonus; If you're snowballing extremely hard early-game, go

, the additional burst and movement speed is insane and synergizes so well with your low cdr kit. Never grab Ludens Echo over Ryalis or Zhonyas unless you're super ahead or just going for a fun build. Abyssal Scepter is pretty good too for heavy magic threats, where you can sub out Zhonyas.
