Surrender is busted right now because of Dynamic Queue.

It was a little more organic when duo queue was the maximum, but even then the 2-man filibuster has always been a problem when a majority wants to end the game.

So here we have my 2 suggestions for new surrender rules. I. A 4-man queue should not be allowed to call a binding surrender vote in ranked to have a free way of tanking their MMR, even in a winning game, this is broken and unfair to someone who decided to queue up alone. Therefore in the case of a 4 + 1 scenario, the 1 should be a deciding vote. So if 3/4 of the 4 say yes and it'd be one half of the bar as a yes, with the solo being able to accept or decline the surrender.

II. A 3/2 vote should surrender after 3 attempts except in the situation of a triple queue which could again be used to exploit the MMR system, in which case they only get 1/2 or 1/3 of the votes depending if they're with a duo or two solos. A simple 2/3 in the trio queue would vote theirs as yes, with the remaining option up to the other players. In a trio/duo situation, this would mean 4/5 characters have to vote yes, functionally no change. In a 3/1/1 it would take at least 3 to accept, with the other 2 being of independent minds.
