Why is Eye of the Watchers so bad compared to other T3 support items?

For 550G you get:

+15 AP +50 HP +1 extra ward

If we do the math: 50 HP is worth 133 and 15AP is worth 326G, so in total --assuming that the extra ward is a free upgrade: 133 + 326 = 459G worth of stats (???)

Now, let's compare that to item 3069:

For 250G you get:

+%75 HP/5 +50 HP +1 extra ward

Similarly: %75 health regen. is worth 225G and 50 HP is worth 133G, so in total: 225 + 133 = 358G worth of stats (?!?!)

It seems Rito Gems are so bad at basic arithmetic as they are at balancing the game...

Honestly, it's not that eye is bad, especially with how op vision is. It's just that if you're taking spell thiefs line, you're probably an item dependent supp on a budget, and setting yourself back 550g can cripple a team fight midgame. I'd rather buy an amp tome + control ward 95% of the time just to make sure next back is good, and get the same effective results. Even if it were 300g I don't think it would be upgraded early short of bad backs.

relic is the only item you should upgrade to T3 anyway. For the other two items, your gold is almost always better spent on other items.

Watcher gives mana regen as well.
