Serious question how do I increase my utility score as Jayce?

So apparently my utility score is 7 while compared to other Jayce players the average is 13.8 The utility says it counts as "crowd control, team healing, and team damage reduction" Only cc Jayce has is his E, and idk what team damage reduction is I guess shielding? So why is my utility score so low compared to other jayce players?
