sarcasm idk how old his nerf is but played him first time after a very long time, is riot trying to troll people? gives extra movement speed, by end of ability you're slowed do you see that happening to udyr when he spams his? NOT TO MENTION THE MOVEMENT SPEED DECAY, might as well remove his movement speed and attackspeed ability give him 3 abilities.
You get slowed so that there's a risk to the ability. Blitz is a support who can get you killed from an exceptionally long distance and the movement speed is an easy way for him to get into position for that/force you to back away completely for fear of being hit. He needed some risk in the movement speed boost > fire hook play, and you lose nothing if you actually hit the hook.
He was the single most obnoxious support in bot lane and they removed one of his worst play patterns. Sounds pretty fair to me.
Overdrive is a weird ability; It actually makes you move less over a period of time... Riot should have just changed the description to "You'll use this if you want to walk around slowly. You'll feel like you're faster, but like racing stripes on a corolla, you're pitifully slow and ugly."
Udyr is a really good example of why the change is bad.
I dunno why Udyr's speed boost doesn't decay like so many others do, either.
Well, the person whose idea it was to remove the slow so long ago probably doesn't work at riot anymore, so they decided to reimpliment it because they forgot why it was removed in the first place.
