Looking at Viktor (about possible nerfs)
Alright so Viktor might be a little OP right now.
I've played a lot of Viktor, He's been my favorite champ for about 3 years; I played him when he was a clunky mess, I played him when he was reworked into being op, I played him while he was nerfed into being kind of bad, and I'll play him after whatever happens when he get's nerfed again.
However I am here to talk about the kinds of changes I feel he needs so that he is balanced and fun without killing everything that get's into his range, or being destroyed the moment he can't.
First we'll start off listing things that I see as "core" to Viktor's identity in gameplay, these are things that have either always been with Viktor or are relevant to why he is what he is right now.
- Delayed effects
- Sustained damage
- Instant Burst
- Dueling/Kiting
- Wave Clear
- AOE
- Single target
- AA range combo
- Long range poke
- No Instant CC
- Squishy
- Immobile
- Nice early trading
- High scaling
Looking at that list it's pretty easy to see that Viktor has some conflicting themes in his kit. The biggest one I can see is easily Sustained damage and Instant burst. This is a trait Viktor shares with a few other problem champions such as

Below will be two lists, a list of the traits that I think are core to Viktor's identity and a list of traits that are important but aren't core and that while shouldn't be removed shouldn't be the stars of the show either.
List 1
- Delayed Effects - Viktor's kit has always had delays in it from the beggining, his shield took time to return, augment death did damage over time, gravity field ramps up effect and his ult is an AoE DoT
- Sustained damage - This Goes well with Viktor's delayed effects
- AOE - 3 out of 4 of Vik's abilities are AoE
- AA Range Combo - Viktor can't use his full combo unless he enters AA range, while he currently doesn't stay in that range very long it's still very important that the majority of his damage is dealt most easily at that range. Viktor should be encouraged to enter this range and stay in it as muchas he can.
- Dueling/Kiting - A natural product of delayed effects and an AA Range combo. If Viktor isn't supposed to instantly burst someone he needs to be able to fight in and survive a prolonged fight.
- No Instant CC - A Very Important weakness. Unlike other sustained damage or kite mages
Viktor has no hard CC or band-aid fixes for his mistakes. Currently this trait is downplayed because of Viktor's up front burst. Who needs hard CC when everyone that could have killed you is already dead.
List 2
- Wave Clear - This supplies Viktor with options in situations where he can't fight his opponent, either because they're ahead of him or simply out range him, however if his wave clear is too strong it undermines the counterplay his AA range combo gives him.
- Long range poke - Viktor needs this range so he can deal with the likes of
without being useless, however it can't be so powerful that it undermines the counterplay his AA range combo gives him. - Single target - Due to the nature of Vik's Q he will always have single target damage. It is good that he has this as it's crucial to allowing him to have his Dueling/Kiting tendencies while not being able to 100->0 someone with AoE abilities. Currently Single target damage is where most of his up front burst is and probably needs the most significant change.
So now that you have a better idea of how I view Viktor and what he's supposed to do I'll suggest a few changes. Bare in mind that any numbers included aren't guaranteed to have any kind of balance.
Q - Siphon power easily needs the most change, it supplies most of the instant burst that makes Viktor a problem, but also supplies a lot of the durability that Viktor needs to be in and around AA range. The changes I propose
On use Viktor's frisbee does 30/35/40/45/50 magic damage, and does double damage to minions while shielding him for 6% maximum mana + 10% ap, and empowers Viktor's next three auto attacks to each do 10/25/40/55/70 +100% ad + 35% ap magic damage; these auto attacks shield viktor for 2% maximum mana + 5% ap for 1.5 seconds; empowered auto's expire after 5 seconds Augmented - Viktor gains 30% movespeed and 15% attack speed for 2.5 seconds empowered auto's give 30% movespeed and 15% attack speed for 1.5 seconds non-stacking
This is what I see as the healthiest change you could make to Viktor. It encourages him to stay closer to combat and gives him a little more maneuverability and durability while he is there. While it also takes away a hefty portion of his instant burst.
E - This is a little trickier to change, my personal opinion is that using it on champions should be prioritized over wave clearing with it, because it's more fun, but some people might disagree with me. due to the nature of the skill it will also always supply Viktor with instant damage in his AA range combo because he simply starts it on his opponent leaving no way to dodge it. This leads to a problem where any time the first portion of Viktor's deathray feels good to poke with it will also give him more instant burst. The best way around this is to simply take the up front damage in other parts of his kit and delay it so that his deathray damage is able to exist.

TL;DR
Instead of taking damage out of Viktor's kit take the up front damage in his Q and delay it into multiple empowered auto's.
