Javan need nerf?
Most people don't think it but jar an actually shreds through armor so when he is picked the enemy teams tank is basically dead nothing you can do unless you instantly burst him down

jarvan functions a lot like a pantheon, he just has a combat ult instead of a map presence ult which gives him a much better teamfight.
the meta for junglers right now revolves around early strength and teamfight capability. with the small amount of exp and gold junglers are getting right now, nerfing j4 would completely decimate one of their only viable picks that actually allow them to have an impact on the game.
Oh~ but when

idk if he needs a nerf or not but i just ban him (and Vi) every match because its much easier to lane when you dont have to worry about them
The only reason Jarvan is so strong right now is that he is able to pull off strong ganks very early on in the game to get the rest of it snowballing, and if he succeeds he's naturally getting fed himself from kills/assists making him proportionately stronger than everyone else on your team.
If you have a Warwick jungler, with a Vi/Jarvan on the enemy team jungling, you're going to lose 90% of the time because there's such a differential in early game presence and pressure. The armor shred isn't that big of a deal, because if there's a tank, all the AD champions take armor penetration. Not to mention the armor shred is 26% at max rank, that's right it scales up from 10%, when you can build an item that ignores 35%, or you can be Yasuo where your ult ignores 50%.
Counter play is what half of this game is all about why would you remove it?
Yes J4 needs a nerf lol. A tank with 1-2 dmg items 2-3 shotting carries is not ok.
just buff everything else
Yes he needs nerfed. I don't care if he is OP or not, I'm sick of seeing him in every single one of my games.
