why spend gold on tank items if they don't make you tankier? if you live for another second or two, oh well. best bet is to go full damage and try and kill before you die.

TehNACHO1 votesIt's funny, we have more Flat Penetration items than we do % Pen items, and the Flat ones have better power spikes. That actually promotes Tanks more than anything else.

Don't let them fool you. Flat Armor pen is way more useful against Squishy targets. Against a tank, you would need to combined both Black cleaver, and one of the LW items. to Even remove half of a Tanks Armor, and that still scales with HP you buy.
Also, if your counter building the tank, your not building flat DPS, so if you build this on an ADC, you wouldn't be able to out duel the enemy ADC, who has built AS, and Crit chance.

But right now we have the best tank shreading items League has ever seen, and tanks are being forced to deal damage to stay relevant. Why do you think assassins with defensive items are so popular? Those assassins are not building defensively so they can abuse overpowered defensive items, they are building defensively so they can survive to deal their damage.

In the REAL tank meta last season you had people going top lane
