Why should I play Sion?

Over Vi or Jarvan? I really don't see any reason I would play him aside from the fact that he'll have a ton of health lategame, but even with that his damage is lacking, he's easily kitable, and his kit has large amounts of counterplay to the point where there just doesn't seem to be justification to playing him.
