As a level 7 
, it is sad to see that he has been repeatedly nerfed into nothingness. He lacks any damage (especially the ability to one-shot), poor tankiness, and high mana costs through the roof. The best start to make viable again is to revert his hotfix and the earlier nerfs afterwards so he can one-shot again.

Yes because dealing over 100% of a champions max HP as magic damage was balanced /s. The hotfix happened for a reason.
Galio's trashiness is because of competitive play. He would need to have his ult revisited before being buffed because if he's playable for us plebs he's broken in competitive. However, this would require Riot putting in effort and would never happen.
