When will the new exp and new FWoTD be alive?

It seems the current experience system is still the same one as 7.22

I was wondering when will the new system be alive?

Also, in each 25 levels milestone, how many glorious champion capsule will we get? 2-3? we get one on every 10th level right? If the milestone happens to hit a 5th (like 75, 125, 175) we get an additional one?
