I need help with my Gragas
So I just started playing Gragas and I was wondering is he better top lane or jungle this season, and how should I build him, all those things. Please help!

Gragas currently is statistically much better in Jungle than in lane though he can be still picked in Top Lane especially against melee champions with dashes because he can counter their all ins with his E.
Gragas has multiple build paths in every single role he plays, I'll give you some.
In Jungle: Runes: flat Attack Speed reds, flat Armor yellows (can be replaced with HP per level), Magic Resist blues (can be replaced with flat Cooldown Reduction), flat AP quints.
Skill Distribution: start with W on level 1 since it will deal the most damage to camps, has the lowest cooldown and with proper timing you will receive less damage from monsters, go for E on level 2 proper timing will cancel monster attacks meaning you will receive less damage and clear faster due to attacking them through walls. After that you max Q for the maximum clear speed. Second max is W (for more damage to tanky targets and/or tankiness) or E for more mobility it depends on what do you want.
Masteries: Courage of the Colossus keystone
Items: Tanky with bonus utility Tracker's Knife (Cinderhulk)>Boots (Tabi or Mercs)>Knight's Vow>Locket and rest is situational (you take Thornmail, Stoneplate, Spirit Visage, Abyssal, Dead Man's etc. whatever is the best choice against teamcomp you're facing)
Tanky with more damage Tracker's Knife (Runic Echoes)>Boots (Tabi or Mercs)>Iceborn Gauntlet>Spirit Visage>whatever is best against their teamcomp
You can do variations of both builds (like taking Runic Echoes instead of Cinderhulk with Knight's Vow and stuff).
In Top: Runes: flat Magic Penetration reds (can be replaced with Attack Speed), flat Armor yellows (can be replaced with HP per level), Magic Resist blues (can be replaced with flat Cooldown Reduction), flat AP quints.
Skill Distribution: Max Q against laners you can't interact with safely or which outtrade you (for example Darius, Gnar), max W against Tanks or people you can straight up bully in lane (Nasus comes to mind), max E if you are against pure melees against who you can apply hit and run tactic and want to engage on you (Illaoi). Max E is currently the most broken thing but you need to have CDR runes and that mastery which gives you bonus 5% CDR, it makes interaction with you impossible for many melee matchups.
Masteries: Thunderlords, Grasp of the Undying, Courage of the Colossus
Items: Against AD laner You rush Iceborn Gauntlet no matter what for damage, tankiness, waveclear and to be less mana hungry. Rest depends on their team composition (are they AP or AD heavy, do they build lifesteal, is there someone on my team that will benefit from Abyssal passive etc.) I usually go for Spirit Visage as second item because it gives cooldown reduction and increases sustain by a ton and they usually have a Mage on mid. If team is AD heavy I go for Dead Man's.
Against AP laner You rush Abyssal no matter what for sustain, tankiness and damage then as before you continue with whatever is best against their teamcomp (though in that scenario Spirit Visage fits almost everytime).
There are also AP builds/playstyles which are in my opinion funnier and very rewarding once you'll learn them, if you're interested watch Woody Fruity's or/and Panunu's channel
What about masteries and I start Q in jungle and start raptors, is that ok?
Q start with raptors is decent, I don't do it myself because I like to have my buff first but it's ok to do especially if you want to gank pretty early.
As for masteries look at my profile on op.gg Gragas page is for my usual AP Gragas builds, CDR Gragas is for Tanky E max build for top lane, Tank is for my jungling, it also is for being a tank toplaner the only difference is that I take Grasp of the Undying instead of Colossus as my keystone.
