well Q 1st is always good cuz its cc ...
however in a lane that has hard cc or a hook like blitz i like to take E 1st to shield the adc
the way i play her is E or Q lvl 1 , lvl 2 take what ability you didnt take at lvl 1 and then take W 3rd.
try to use your W to zone and proc
but try not to use it on the wave cuz it can make the wave push and harder to last hit for your adc
as far as items
or
i typically get the upgraded SS item over frost queen but if im facing a lot of champs who gank from strange angles or have invisibility going frost queen with its active as a good way to scout
is always recommended cuz it allows you to position for ults and save urself
and from there its kinda of preference i typically build off ap tankish but get
so for me i build
i like having a
turning my W into an aoe slow which use to line up easier Qs. and well boots are always situational
ideally, i wanna tell u to git gud stop playing morgana, as
When it comes to ability, max Q first. Whether or not ur adc is a retard, its cc duration increases with rank, and so does its damage. You probably do not want to waveclear while trying to poke, so W max is out of question unless u wanna get ganked over and over and get reported by ur adc.
After Q max, ask urself every lvl up: are ur teammates reliable enough? ,if YES ask urself: does enemy team have cc that would easily be a threat to ur carries? ,,if YES then put a point in E. ,,if NO then W max; moar damage would be better than moar cdr on shield. ,if NO then W max for waveclear, ur teammates are too retarded for u to rely on.
The other guy has other info so i left them out on purpose.
I build her differently that most people.
Got an A last game I played her.
Built
Then went unorthodox with the build

You can see where this is going.
Build her the way you personally can abuse her abilities.
Support really depends on what is important that game.
Generally it is recommended you max R, Q, E, W.
However, if they have AP Burst or a lot of CC, maxing E first might save people. Or if your team lacks ranged wave clear, putting a few points in W can help thin the waves.
Right now, Ancient Coin is really strong cause it's insane Gold generation and tons of mana. So until they change that, I'd probably start Coin.
After that, depends on your ADC. If you have a good DPS champion like Twitch, Kog, Trist, etc, then getting Ardent Censer is highly recommended. You may even consider taking Stoneborn Pact as your keystone cause if you land a binding or catch someone with your ult, then your ADC will get Ardent from auto attacking that person, which means you can save your Shield for the right moment instead of using it just to apply Ardent.
If you are the type to flash in and ult the enemy team, Zeke's is really strong cause it gives your ADC more damage during that time. I'd recommend a Zhonya's as well in those moments so you don't immediately die.
Athene's is really nice on her cause when you shield someone you can heal them. And Redemption is always a safe item cause healing on a champ without a heal is always strong.
Checking probuilds, that seems to be what a lot of high elo people build. Obviously they might play a little differently than you do, so keep that in mind before blindly following their builds, but you can get an idea what's really strong on them.
I'd highly recommend trying to spectate a Morgana game or finding a video on Youtube or Twitch stream so you can see how people play her. The safe way to play her though is throw out bindings and W under them if they land, always ready to put your shield on your ADC or Mid, depending on who is the strongest/in trouble.
W>Q>W>E then W over Q in lane, Q over W outside, with E last. R whenever possible.
You only need enough E shield to block one spell, which it will always do. Q may sometimes be a better option over W, but the general idea is that it's the most damaging option and how you defend the turret as a fallback.
You proc
as much a possible with W, fishing for Q's to lock them inside the pool and for the AD to finish off.
Cast E reactively when a CC spell is mid-flight, only use the ultimate as a counter engage against ganks/all-ins.
