Solo Queue - What is it exactly
I understand that the act of solo queueing is to queue by yourself. But I was always able to queue by myself.
What do they mean by they're bringing it back?

bringing it back as in limiting the ability to queue up with more than 2 people
diamond and up will now aonly be able to duo queue, and challenger only solo
whereas below diamond you can queue with up to 5 man
Solo queue is when you queue alone and get put in a match with other people that queued alone. Usually ±1 of your division.
Dynamic queue (which is what we have now) is when you queue alone or with up to 4 friends and get put in a match with other people that queued alone and/or people that queued with friends. Your friends can be 1 tier higher than you. So if you're gold 5, your friend can be platinum 1. 10 divisions!
As a player that queues alone, I can say dynamic queue is an awful experience. So awful that I have quit playing LoL because of it.
I hate playing with premades and I hate playing against premades.
Two reasons I don't like playing with premades:
Playing against premades is no fun either. Take my last game for instance. I was in my series for platinum. My solo team was matched against a 3-man premade. Our gold 3 Yasuo had to lane against their platinum 2 Akali. Of course she got fed and absolutely destroyed us.
Riot only plans to bring back solo/duo queue for the top 2% of players. The rest of us are stuck with dynamic queue.
