Why did they change it so teambuilder is locked until level 25? That is completely unfair

I agree and upvote. Bring back Team Builder below level 25.
I hope this was just a mistake, considering I don't see any news about this restriction being implemented. For newer players, it's hard enough getting practice and learning one role. Blind pick is a total crap shoot, since you might get grouped with one or two other players who also want to play (or can only play) that one role that you're trying to get experience with.
In April 2014, we ran a low level Team Builder experiment where we only had Team Builder available for lower levels, and then turned off most of the other queues. We learned a lot from this experience including how players would react if they "only" had a Team Builder-like experience to play.
However, we ended the experiment around April 27th, 2014 and moved Team Builder back to Level 25 because we wanted to make some fundamental changes to Team Builder's design (like just having players choose Positions, not Positions + Role + Champions) and the matchmaking (how we distributed experience of players in a low level game because veteran friends tend to frequently play with their newbie friends). We also had a few design improvements to avoid new players getting trapped in weird combinations like "Taric Marksman" because they read the description of Taric and felt that it was appropriate, but then ended up being rejected from lots of teams.
We found out that some servers (like NA) had their Team Builder levels reset to low levels again, and left it that way for a bit longer to continue collecting some data to inform the new Team Builder Draft design.
We're confident in the new Team Builder design now, and believe it's a great experience even for low level players that can replace some of the low level experiences and really help players onboard into the League experience. So to avoid players falling into some of the traps in Team Builder "Classic" that I mentioned above, we're going to keep it at Level 25 until we can roll out the new Team Builder design. I know this might not be a popular decision in the short-term, but we're looking forward to having new players experience the new Team Builder design, and would rather them "level" up in League playing Normal Blind Pick for now because the queue times are just much quicker, and match quality is a bit better.
I feel terrible for all the decent Lvl15-25s out there. Teambuilder was a great counter to the normal toxicity in that level area.
It should really be restricted to Lvl10+, as that's when you get Smite.
It seems the only people who like the change are the people unaffected by the change...
This honestly makes me not wanna play it's that bad. Blind pick is the worst thing about LoL and i hate being forced to play it. I can't level up fast enough to get to 25. This is stupid and needs to be changed.
seriousely this is bullsnit. if your are gonna take away the easiest way to not fight over lanes then at least introduce a new game play method. blind pick is full of retards fighting over top and ADC and most of them dont know what ADC means they just saw someone else call it out that was good at it and decided that must make them a better player. and draft is not for someone under level 30 too many cry babies
imho it's a bug - if you are under lvl 25 & try to create a Teambuilder game, the title of the info popup saying why you can't is titled 'Normal Draft' instead of teambuilder
edit: and also has the other Normal Draft requirement aka 16 champs. Neither of those used to exist for Teambuilder so very likely its a bug. Submitted a ticket (under 'Technical/PvP.net client', I guess that would be the right area to submit?? idk) , lets hope it gets through soon enough..
So that's what happen? RIOT! You do realize Team builder lower level actually helped lower levels play REAL games without bots?!
Might have something to do with meta (as in lane assigments) and low level players not understanding them and not able to be picked up with teams.
Jungle positions not being filled or people that are taking supports into que but people not listing for it ect.
I agree fully and think this is dumb. Im a decent lvl 23 and HATE blind pick for multiple reasons. Riot PLEASE remove this restriction.
Id like to say something about this restriction. I am currently a lvl 17 player. i loved playing TB until this morning when i say its restriction. i believe this to be completely unfair and needs to be changed. I can barely play Blind pick because someone always calls what i want. Draft pick is even worse. So please Blizzard, fix this because how am i suppose to keep practicing for ranked when i cant use my champion? hope its fixed soon.

I think this is a good idea. This is because teambuilder doesn't take into account player's level or ELO (divisions) when it comes to putting you matched with players. This will prevent newer players (25 and below) from being placed against extremely high divisions compared to them. Unfortunate for lower level players yes, however, it does in fact make sense. Will allow new players to primarily play against players in their skill level, or level in general.
