MUH WEAK EARLY Yeah, his "weak early" ends when he builds a tear of the raping or a catalyst of the ass. He comes back to lane and boom you're dead Also very unfun to play against

Disable him, update his lore and make it so the gods of Runeterra decided that Rice was just not fit for the magnificient League of the Legends so they blew him up and now what's left is a new item, the "Rice's Scroll" that when used summons a Rice's ghost and says "Take this scroll and stick it... somewhere safe" in his old line; maybe if you want to make something serious then it gives his current ult as an active on the item for 500second cooldown or something

I'm assuming your talking about ryze but he's actually really weak if his team cant work around him

oooooor you can

  1. Spell Ryze correctly
  2. Learn that his w has a long cooldown early on
  3. Build Magic resist
  4. Realize that he has no combat ult so his level 6 is relatively weak
  5. Understand that no character in the game is 100% unbeatable. If you want to ban him every game, do it, but as it stands, ryze isn't THAT big of an issue.

I generally prefer noodles to rice, but I don't see any reason to ban rice entirely.
