Why do champs have to be balanced around items

This new sated devourer is gonna make it impossible to lane with any of the junglers exploited with it( ) because for some reason riot like to release an item that's gonna turn the jungle upside down, then nerf each and every champ that uses it so that their dependence on the item is so high, it's impossible to lane with them. Hecarim with cinderhulk, anyone? Gragas Q nerf? Then the FEW cases where it's the champion sticking out like a sore thumb like Ezreal with elder lizard(hell, Ezreal with ANY on-hit item), they nerf the jungle item and make everyone that uses that item trash. imo, any stacking "devourer" item is kinda unhealthy. Thoughts?

P.S. Kayle heavily enjoys the new AP items, benefits very well from the new devourer, AND received direct buffs this patch. Welp. staying away from ranked this patch.
