Her mana costs keep her in check. She's average at best.
Vi is strong, but she can be dealt with if you have appropriate peel when she uses her ultimate ability on a carry.
If you're a support, try saving a CC to peel for your carry when they get hit with Vi's ultimate ability. Now, she has become an easy target in the middle of your team to be blown up, and your ADC or APC can usually get away with relatively high health.
