I don't think I have ever seen this item get touched unless it's in a Trick2g video/clip and even then it feels rare given how pointless the item is in his games.
Maybe turn it into a Tower >>DEFENSE<< item instead of just another one that makes them even more useless?

The guy the item was designed for wanted it to be an aggressive mage item intended for his preferred champions, 
, to tower dive enemies. If I recall correctly, he said he wasn't happy that it was a noob trap item that seemed designed for supports. Part of the problem though is that it's always been generally underpowered, and it will be a noob trap as long as it doesn't offer reasonably gold efficient and slot efficient stats with it having such a niche effect.
I found Ohmwrecker's profile (if he's on EUW) and it looks like he doesn't even build the item created for him. Looks like he plays 
, so designing an AP armor item to help these kind of champions survive tower diving seems reasonable. Lots of people want another AP armor item.

Would that be good enough to be competitive with similarly priced items? It would be kind of in between AP and tank items. 
Years ago I went through a phase of it being core on my Thresh build because of the stats it provided being very general, although at this point Ohmwrecker has provided every stat known to man at some point in time.

Global cooldown on a turret that's like 3 minutes longer than the item cooldown.
i've snagged it a couple times on garen when i want an HP/Armor/CDR after 
item to max out my cdr, raptor cloak passive speed around turrets is nice but i rarely find myself using the active either.
What if they made it so that the active forces an allied turret to focus the nearest allied champion when enemy minions are taking aggro?
It's be a support item, but that role is boring af anyway.
Yeah what if they made it like, make a turret invulnerable for a few seconds and increased its attack speed?
