Refer-A-Friend Upcoming Changes

I've been waiting a while for this to take in impact in the game I am saving up for Yasuo and the extra ip would be a big help. I have three friends referred and that 3000 ip would get me to my designated price for Yasuo. If anyone knows when this is going to happen, can someone please inform me.
