Does balance team have nothing else better to do?

Irelia movement speed went down by 5, which actually didn't do shit, mean while in pbe server, aurelion sol got a "buff" which made his health regen from 1.3 to 1.4.

are these changes that REALLY had to be changed? or is this some kind of shit to make it look like riot is actually working on balance when in reality they're not doing shit.
