Jungle cannot afford to sit there and babysit your lane all day. Especially when the game first starts because he will fall behind if the jungle is not cleared. I just spent minutes 5-9 helping a top lane crybaby and well it ended with me lvl 4 and both of us dead. So 10 minutes into the game and your jungle is only lvl 4 because you can't handle turret hugging for a while. If you have 50 hps don't expect the jungle to somehow show up and blast a full hp Garen.

Yes and no, it all depends on the lanes and what the enemy jungler is doing

If the enemy has a Nasus top and the enemy jungler is camping top, you as the jungler need to sit top as well. Otherwise you're going to be facing a free farm Nasus and it won't matter that you are ahead of the enemy jungler. Heck, in that situation it likely won't matter if mid and bot win their lanes either.

This doesn't mean you always need to countercamp. If the enemy is camping top and they have a Panth and you have a Shen, but you have a Vayne bot lane, then camp bot!

Otherwise, look to secure dragon or rift herald. The last thing you should be looking to do though is farm jungle. Junglers right now are defined by their early game influence on lanes and ability to secure objectives. Afk farming jungle is usually a recipe for disaster. You don't always have to babysit, but you always need to be looking for a way to get your lanes ahead. With the rate of catch-up XP in the jungle, it's often better to forego farming if you can help win a lane.
