Some changes to make Singed meta again without breaking him...

Passive: Noxious Slipstream
Bonus movement speed increased from 20% to 20/40/60% (Levels 1, 8, and 16)
Q: Poison Trail
Magic damage changed to True damage
New Effect Poison Trail deals 150% bonus damage to minions
R: Insanity Potion
Duration increased from 25 seconds to 15/20/25 seconds
Reasons:
-By buffing 's movement speed on his passive will allow him to be much more slippery in the mid and late game.
-By changing Poison Trail's magic damage to true damage will allow to not become invalidated by 
.
-By allowing Poison Trail to deal bonus damage to minions will allow proxy to be more viable.
-By nerfing Insanity Poiton early game will allow to have more weaknesses in the early game, but in turn, becoming stronger in the mid and late game.
The reasons for these buffs is to make less oppressive against immobile melees such as 
, but still compensating him for a much stronger mid and late game.
