Easy Fix to BE (Remove Some RNG)

So I thought it would be a good idea to make a suggestion regarding the "BE issue" and making it "feel" better. I think the solution is actually very simple being remove some of the RNG from capsules.

What I mean is make it so you can only get champion shards of champions you do not have yet and shards of champions you have mastery tokens for. If you are worried about the game's longevity well first of all the strength of the content and "funness" of your game should determine that. But you can adjust the system to compensate easy enough just ask yourself these questions.

  1. How long do you want players to take to get all the champs? 1 year? 2 years? 3 or more years?

  2. How long do you want players to take to get mastery 7 on champs?

  3. What are some of the natural barriers in the game that will slow the player down without you having to add another barrier?

There are probably more questions you should ask yourselves regarding this. But I think this is a good idea. What happens though when someone has all the champs and all the masteries? I don't know man. Release new champions? I can't solve all your problems. But I'll try to help some more:

For players who have all champs and masteries but also have an abundance of BE. You can choose a number 10k BE, 20k BE, 30k BE? Then if players pays that number of BE they get 10% discount on a skin. Which add to discounted skins. Just my 2cents.

Incredibly OP for unlocking champions, a massive reduction in what you have to spend for champions when Riot already increased BE gains relative to the old IP system twice.

It makes getting mastery tokens bad because they weight your shard drops towards champions you already own when discounts are way more valuable for most players.
