Its more of a feel kinda thing, theres also early game champions..... for example. Veigar, Nasus, Sion, Thresh, and Bard are for sure able to be considered late game champions, because the later the game goes, the stronger they get. Vayne is late game because thats when all the tanks tend to appear in full force, and she has the CD at that time to tumble and tumble and tumble..... Shaco does almost all his stuff early on, slow down the enemy as hard as possible.... late game, he is only good to assassinate an ADC against a good team, and even that is iffy.
In short, unless they have a % health, scaling over time, or someone that scales by level........ (Azir, Kha, etc) they are normally considered early-mid game
