An artillery mage with some of the longest ranged abilities in the game does not need a guaranteed stun. He's already too safe as it is. His E should be a slow, not a stun, or it should be really slow moving like Anivia's Q. At its current speed, he can land it every time making him ungankable. With his range, this is just unfair.

It's basically a slow if you are close to him (0.5s is laughable, where's he going to go in half a second?), and if you're far away you can easily dodge it.
